If you are still not satisfied with any image viewer you have tested so far, you can try FileExplorerGallery. It brings a novel approach by displaying all the images in a folder as soon as you press the dedicated hotkey.

Basically, you do not need to launch an app every time you want to enjoy a picture from your PC. You can simply explore a folder, then press the corresponding hotkey. The default hotkey is F12, but you can replace it with one of your choosing.
